About the Council
The NSBA Council of School Attorneys (COSA) is an international network of attorneys representing K-12 public school districts.
Leadership in legal advocacy for public schools has been the overriding mission of the Council throughout its celebrated history. The Council was formed in 1967 by the National School Boards Association to provide information and practical assistance to attorneys who represent public school districts. NSBA’s Office of General Counsel and Council of School Attorneys provide professional and executive staff support to the Council and its varied programming for school attorneys and school leaders across the United States and in NSBA International Partner countries.
The Council strives to promote and develop a closer relationship between school attorneys and their school district clients. It encourages the on-going professional development of its members by offering continuing legal education, specialized publications and web resources, a forum for exchange of information, and it supports the legal advocacy efforts of NSBA.
The Council is governed by a 22-member board of directors elected at the annual Council business meeting held in conjunction with the NSBA Annual Conference and School Law Seminar each spring; the Council chair serves ex officio on the NSBA Board of Directors giving Council members a direct link to NSBA’s leadership.
Over 3,000 members of the Council either join through one of the 37 affiliated state councils or as an individual member in the U.S., Canada, or other NSBA International Partner country. In affiliated states, all members of the state council must be members of the NSBA Council. The following states have affiliated state councils: Alabama, Arizona, Arkansas, California, Colorado, Connecticut, Delaware, Florida, Georgia, Illinois, Iowa, Kansas, Kentucky, Louisiana, Maine, Maryland, Massachusetts, Michigan, Minnesota, Mississippi, Missouri, Montana, Nebraska, New Hampshire, New Mexico, New York, North Carolina , North Dakota, Oklahoma, Oregon, Pennsylvania, South Carolina, South Dakota, Tennessee, Texas, Virginia, and West Virginia.
