Thomas J. Nespeca
President

Thomas J. Nespeca is president of the New York State School Boards Association. Nespeca has been a member of the Webster School Board since 1998, having served as president and vice president. He is also a member of the Monroe County School Boards Association, having served as president in 2004 and 2005. He also co-chaired the legislative committee.

Nespeca is a member of NYSSBA’s Federal Relations Network and State Legislative Network. He represented Area 2 on the New York State School Boards Association’s Resolutions Committee. Nespeca was a member of the New Yorkers for an On-Time Budget advocacy group.

Nespeca is currently employed by Carestream Health Inc. as the W.W. Trade and Regulatory Compliance Manager. He is also responsible for the implementation of Carestream Health’s supply chain security efforts with U.S. Department of Homeland Security and Customs and Border Protection. He retired from Eastman Kodak Company in Rochester after more than 30 years experience in many aspects of Logistics and Marketing.

Nespeca earned a Bachelor’s degree in Business Management from St. Joseph’s College and a graduate certificate in International Business from SUNY Brockport. He is also a licensed U.S. Customs Broker, granted by the U.S. Department of Treasury.

He and his wife Elaine reside in Webster. They have three grown children.

Timothy G. Kremer
Executive Director

Tim Kremer is the executive director of the New York State School Boards Association.  He was appointed to the position effective August 1, 1998.

As NYSSBA’s chief executive officer, Mr. Kremer provides assertive leadership in developing the Association’s program and services in line with its mission of providing advocacy, information, leadership development and customized consulting for the state’s 5,000 school board members.  He is a frequent spokesman for NYSSBA to the public, media, legislative bodies and other related organizations.  He is also a sought-after presenter at various professional workshops and seminars.    

Before joining the Association, Mr. Kremer was the deputy executive director of the Ohio School Boards Association where he was employed for 19 years.

Mr. Kremer’s areas of expertise include association management, legislative advocacy, school board governance, leadership development, organizational change and communications.  Mr. Kremer has co-authored three handbooks: one on the school board presidency, a second on the school board/superintendent relationship and a third regarding the school district management teams. 

Mr. Kremer has a master’s degree in public administration from Ohio State University, where he specialized in human resource administration and organizational development.  He also earned a bachelor’s degree from Kent State University, majoring in political science.

Mr. Kremer and his wife, Jaye, are the parents of three sons:  Terry, Mike and Matt.
