Joan Wodiska
President

Joan Wodiska serves as the director of the Education, Early Childhood, and Workforce Committee at the National Governors Association (NGA), where she leads and oversees all education and labor-related legislative and regulatory issues for the nation’s governors. 

Prior to joining NGA, she was the Director of Federal Legislation for the National School Boards Association where she represented the interests of the nation's 96,000 local school board members before Congress and the Administration.  She also served as the Assistant Director of Public Policy for the American Counseling Association; an Economic Analyst for Capital Economics of Howrey, Simon, Arnold and White Law Firm, LLP where she worked on anti-trust cases for Fortune 100 companies; and President of Urbaniak Policy Consulting.  

Wodiska also worked in the U.S. Senate as a Legislative Assistant on education, social welfare, and small business issues.   First elected in 2004, Wodiska is serving her second-four year term and is the Chairman of the Falls Church City Public School Board in the City of Falls Church, Virginia.   For her leadership, Chairman Wodiska was recently elected to serve as the President of the Virginia School Boards Association.  

Wodiska holds a Master’s degree in Political Management from the Graduate School of Political Management at George Washington University in Washington D.C., where she was awarded the Henry D. Paley Award as the first woman class Valedictorian.  She earned Bachelor’s degrees in Economics and Political Science from Concordia College in Moorhead, MN.

Barbara J. Coyle
Executive Director

Barbara J. Coyle joined the Virginia School Boards Association as Executive Director in September 2010, bringing to the position more than 20 years experience with the association. Coyle provides executive leadership for the association, which represents and serves the elected and appointed members of the school boards of the 134 school divisions in Virginia.
She has also served as the association's Director of Board Development, Assistant Executive Director and Deputy Executive Director.

Before coming to work for the association, Coyle, served as a teacher and administrator in the Norfolk City Public Schools (VA). Coyle has been a frequent speaker and panelist at the National School Boards Association conferences and contributes to a column in the American School Board Journal.

She lives in Fluvanna with her husband, Jim, and their dog Reilly. She has one daughter, Michelle, and a granddaughter, Hannah.
